a)  can prospectively enjoin
b)  state officials from enforcing the unC’al law
b.  political subdivisions of the states are not protected by 11th or immunity, but they are persons under § 1983
c.  federal gov’t:  must consent (have consented uner 1983)
d.  Congress cannot waive state’s sovereign immunity (Seminole Tribe) except under 14.5 (Fla. Prepaid)
