Lower Fed Ct Review
1.  Generally cannot hear suits against state gov’ts (11th Amendment)
2.  Fed. gov’t may sue state gov’ts
3.  Exceptions – waiver (explicit) or under Section 5 of 14th Amendment
4.  State officers may be sued so long as
a.  for injunctive relief, or
b.  for damages that will be paid out of their individual pocket, but                     cannot be sued if ultimate cost is on state treasury
5.  May not enjoin pending state ct proceedings
