Indirect restraints on the speech is the same as content neutral restrictions– meaning it is UNRELATED to free speech. The other one is content based/direct/related restriction on speech and gets more scrutiny, because we do not want the government restricting specific content…. this could lead to suppression of unpopular ideas, suppression of minority opinion are just a few of the reasons.
There is no set list of indirect/content neutral speech restriction as there is in content based (chaplinsky and cohen).
Rather, Content neutral/indirect/unrelated gets the Obrien serious balancing test which is weighing the private 1st amendments rights of the speaker against the need to for safety and order in the streets and in society. Remember, the streets are the poor mans printing press so more scrutiny applies to content neutral restrictions. To do this, identify the public forum (public forum, limited public forum (ranked in descending order of importance of the private speakers 1st amendment right) (i.e more protection)). Then look at the time, place, and manner of the speech. Is the manner incompatible with the normal activities of a particular place or a particular time? (i.e in a public forum, such as a private park, the manner of the speech such as violent speech at a kids camp, would most likely not be protected, since the manner is inappropriate for the time and place). It is a case by case analysis.
As a general rule time, place and manner restrictions are only ok if they:
1) are truly content neutral (if content based go to cohen analysis)
2) narrowly tailored to serve a significant gov. interest (intermediate scrutiny)
3) leave open adequate alternative channels of communication
